👉 Leadership Bell County Applications are OPEN!

Attention Pineville Families! Applications for the Bell County Youth Leadership Program are due June 15!

Open to incoming juniors and seniors, this prestigious program gives students the opportunity to develop leadership skills, explore careers, serve their community, and connect with local business and civic leaders.

Participation in Bell County Youth Leadership is also an excellent addition to college applications, scholarship applications, resumes, and future job opportunities. Students gain valuable experiences and leadership credentials that help them stand out as they prepare for life after high school.

Participants will:

Our young people don't need a ticket out of Eastern Kentucky—they just need a path forward here at home.

As the first two-year cycle of our Prosper Appalachia initiative comes to a close, the results are officially in, and they are monumental. Together with our network of nine Community Action agencies, we set out to build a permanent workforce pipeline for our region’s youth, and they exceeded every expectation.

Just look at the incredible 2-year impact:
-4,396 juniors and seniors connected to critical early-career opportunities.
-3,536 students empowered with a personalized career plan and a concrete roadmap for life after graduation.
-1,693 young people successfully launched directly into local, unsubsidized jobs.
-1,299 students provided with vital supportive services—including work attire, specialized tools, and transportation assistance—to ensure nothing stood in the way of their success.

From high school grads buying their first cars and landing full-time teaching positions to local businesses gaining the motivated staff they need to thrive, this initiative has fundamentally shifted the workforce narrative for our communities.

I CAN break the cycle of poverty because of Community Action.

Growing up in Bell County, Amanda Fleming faced the kind of instability that too often defines life for families in rural Appalachia. Surrounded by economic hardship and loss at a young age, she learned early what it meant to persevere—but opportunity was never guaranteed.

Amanda was first connected to Bell‑Whitley Community Action Agency, Inc. as a child through the Head Start program. After losing both parents, she was raised by her grandmother, who worked tirelessly to care for Amanda and her sisters while navigating constant financial strain. Over the years, Bell‑Whitley continued to be a source of support—assisting with home energy needs through LIHEAP and later helping Amanda access employment services during high school through the WIOA In‑School Youth Program.

With encouragement and guidance, Amanda earned a CSBG scholarship and enrolled at Southeast Kentucky Community and Technical College. While working through a WIOA program at a local pharmacy, she discovered her passion for becoming a licensed pharmacist.

Recognizing the need for stability, Amanda took the steps necessary to qualify for homeownership through Bell‑Whitley’s housing program. Not long after, she became a first‑time homeowner—laying the foundation for independence while continuing her education.

Amanda went on to attend pharmacy school at South College, overcoming academic and personal challenges along the way. Today, she is a licensed pharmacist working in Kentucky, achieving goals that once felt out of reach.

Her story reflects what is possible when determination meets opportunity. Through sustained support, guidance, and access to resources, Community Action helps individuals build lasting stability and success.
