The older rhyme is usually along the lines of āTough t***y, said the kitty, but the milkās still good.ā The implied scene is a kitten complaining that the teat is ātough,ā but the response is essentially: that may be so, but you still have to deal with it if you want the milk.
So ātough tittiesā evolved into ātoo badācircumstances are what they are.ā
The logic is less literal than humorous: complaint acknowledged, problem unchanged.
