Mayor Thomas J. Earley Completes Final Term in Dell Rapids Municipal Government
After more than two decades of dedicated service to the City of Dell Rapids, Mayor Thomas J. Earley will complete his final term in municipal government in May 2025. His tenure, spanning 24 years in total with 15 as mayor, has left an indelible mark on the community through his leadership, vision, and unwavering commitment to public service.
A Legacy of Leadership
Mayor Earley first joined the Dell Rapids City Council in 1981 as a Ward 3 Alderman, serving until 1989. In 1989, he was elected mayor and served two consecutive three-year terms until 1995. Following a period away from municipal office, he returned to the council in 2015 and was appointed mayor in September 2016, serving two full terms from May 2017 to May 2025.
Throughout his leadership, Mayor Earley demonstrated an exceptional ability to navigate complex municipal challenges, engage with residents, and drive projects that benefited both Dell Rapids and the broader region. His background in Human Resources provided invaluable insight into governance, staffing, and community relations, making him a respected figure among colleagues and constituents alike.

- Law Enforcement Services: He was instrumental in the decision to transition from a local police department to a contractual agreement with the Minnehaha County Sheriff’s Office, enhancing law enforcement professionalism while achieving significant budget savings.
- Water Supply Advancement: Recognizing the challenges of local water treatment in the 1980s, he advocated for Dell Rapids' connection to the Minnehaha Community Water Corporation—an initiative that has proven visionary given ongoing regional water shortages.
- City Hall and Community Event Hall: Under his leadership, the city acquired a Main Street bank building that was repurposed as a new City Hall and Community Event Hall, a long-term investment designed to serve Dell Rapids for the next 50 years.

Mayor Earley’s influence extends beyond Dell Rapids. He has been a steadfast advocate for municipal governance at the state level, participating in key events such as the Municipal Annual Conference, District Meetings, and Mayor Round Tables. His engagement with the Sioux Metro Growth Alliance (formerly Minnehaha County Economic Development Association) has helped shape economic development strategies benefiting multiple communities.
