Today, the National Irrigation Authority (NIA) Management team led by the Ag. Director Irrigation Development Services, Eng. Loise Kahiga and Ag. Director, Irrigation Management Services, Eng. Jairus Serede and other officers visited the Western Kenya Irrigation Schemes in Kisumu County for an engagement with Irrigation Water Users Association (IWUA) leadership, farmers representatives and National Government Administration Officers (NGAOs) on the progress of the schemes and preparedness for the upcoming elnino rains.

The engagement followed a courtesy call to the County Commissioner, Kisumu, Mr.Mohammed R. Mwabudzo where the team updated him on the cropping status of Western Kenya schemes and measures the Authority is putting in place to manage the expected heavy rains given the region's vulnerability to flooding and the rising levels of Lake Victoria and the Nyando River.

Western Kenya irrigation schemes have put approximately 16,000 acres under irrigation. While farmers have largely optimised crop production, there is significant potential to unlock greater economic value through agro-processing and value addition.

The County Commissioner called upon NIA to collaborate with the Lake Basin Development Authority, National Water Harvesting and Storage Authority and other stakeholders on flood mitigation interventions, including the clearing and maintenance of canals and d***s to ensure safety of the local community is guaranteed.

The Authority further emphasised the need to protect irrigation infrastructure. It was agreed that vandalism will not be tolerated and appropriate action will be taken to those responsible in accordance with the Irrigation Act, 2019 and the Irrigation Regulations, 2021.

The team inspected the progress of Hungarian funded Ahero Irrigation Scheme Upgrading project where solar panels have already been installed, engaged with the beneficiaries of Kobong'o Irrigation Project updating them on the status and project timelines. The team highlighted the importance of strengthening Irrigation Water Users Associations to enhance community ownership and project uptake and sustainability.

Kobong'o farmers requested NIA to fast-track completion of the project - 60% complete and ongoing- enhance capacity building and exchange program with other projects growing high value crops.

NIA remains committed to working closely with farmers and stakeholders to strengthen irrigation infrastructure, enhance climate resilience, expand agricultural productivity and promote value addition for greater economic benefits to farming communities.

Today, the National Irrigation Authority (NIA) Management team led by the Ag. Director Irrigation Development Services, Eng. Loise Kahiga and Ag. Director, Irrigation Management Services, Eng. Jairus Serede and other officers visited the Sindo Irrigation Project in Suba South Constituency, Homa Bay County to inspect the progress of works and conduct a stakeholder engagement with local leaders, Irrigation Water Users Association (IWUA) leadership, farmers representatives and National Government Administration Officers (NGAOs). The physical works progress is 20% complete and works are ongoing.

The engagement highlighted the importance of community ownership and participation in ensuring the 3,237-acre project’s long-term sustainability. Farmers were encouraged to look beyond production and embrace agribusiness and agro-processing to add value to their produce, increase household income and unlock greater economic opportunities within the region.

The Authority also called upon the farmers to prepare to undertake operation and maintenance of irrigation infrastructure after completion and to protect it from vandalism, which is punishable under the Irrigation Act, 2019 and the Irrigation Regulations, 2021.

Farmers requested for capacity building in technical, agricultural and agribusiness skills, as well as sustained collaboration among NIA, farmers and other stakeholders. The engagement also highlighted the need to strengthen the Irrigation Water Users Association (IWUA) to enhance farmer organisation, participation and scheme governance post construction.

Being implemented in phases, Suba clusters (Sindo,Rangwena, Olambwe, Nyagitha and Konyango irrigation projects) is expected to increase agricultural production by putting 13,285 acres under irrigation in Homabay and Migori counties, improve livelihoods and stimulate economic growth in the region.

The team later inspected the progress of Seka Springs water project where they called upon the contractor to ensure its timely implementation.

NIA remains committed to working with the community and stakeholders to ensure the project delivers lasting benefits, boosting the country's food basket in line with the Bottom-up Economic Transformation Agenda.

Today, the National Irrigation Authority (NIA) Management team led by the Ag. Director Irrigation Development Services, Eng. Loise Kahiga and Ag. Director, Irrigation Management Services, Eng. Jairus Serede and other officers visited the Lower Kuja Irrigation Development Project for an engagement session with local leaders, Irrigation Water Users Association (IWUA) leadership, Dispute Resolution Committee (DRC), farmers representatives and National Government Administration Officers (NGAOs) on the progress, challenges and opportunities for unlocking the project’s full potential.

The discussions centred on transforming Lower Kuja Irrigation Development Project into a productive and commercially viable agricultural hub. A key priority is for farmers to increase productivity to support more than two cropping seasons annually, creating the consistency and scale needed to attract private investment.

The Authority emphasized the need to embrace agribusiness and agro-processing so that farmers can derive greater value from their produce. This includes promoting rice alongside sugarcane and high-value horticultural crops such as tomatoes, as well as advancing contract farming and crop rotation to maximise land and water productivity.

Farmers on their part highlighted the positive impact of capacity building for rice production and the fertiliser subsidy authorized by the President, which have contributed to increasing production from 2.4tonnes to 3.2tonnes per acre in the last cropping season. The IWUA chairman also attributed the improved livelihoods and growth of the Nyakweri center to the rice farming activities.

The meeting also addressed the need to fast-track completion of the remaining project components as designed, mechanization of the cropping activities and full operationalization of the scheme through close collaboration with the IWUA, County Government of Migori and other key stakeholders.

The meeting resolved to prioritize implementation of the recently contracted blocks ( Block 1.1, 1.2 , 4.1, 4.2 and 4.3) as well as fastrack compensation of the identified Project Affected Persons (PAPs).
It was further agreed to continue mobilizing resources from National Government, County Government of Migori and donors to finalize BC1 and all the other blocks including Block 2, 5, 6, 7 and 8. Support infrastructure like d***s, access roads and CSR activities were also discussed and agreed to be done once funds are available.

NIA remains committed to working with farmers, local leaders, the IWUA, the County Government of Migori and other stakeholders to build a productive and sustainable Lower Kuja, strengthening food production, creating opportunities for agro-processing and investment, raising farm incomes and contributing to the region's emergence as a major rice and agricultural production hub.

Today, the NIA Chief Executive Officer, Eng. Charles Muasya, MBS, alongside other senior managers hosted the Agricultural Finance Corporation led by the Board Chairman, Eng. John M. Mruttu and the Managing Director, George Kubai for a consultative meeting with Bura Irrigation Scheme farmers representatives.

Recognizing the crucial role access to credit plays in sustaining agricultural production, the discussion focused on resolving outstanding loan default challenges and developing a fair, workable repayment formula tailored to the Bura farmers' current economic realities.

Beyond addressing past arrears, the meeting laid the groundwork for the reintroduction of loan facilities under restructured, transparent terms designed to rebuild financial trust and restore farm liquidity in Bura.

To ensure these solutions are effectively implemented, a joint committee comprising representatives from both institutions and the farmers was officially appointed to work on the operational framework, bridging the gap between credit institution and producers to secure the long-term prosperity of the Bura Irrigation Scheme.
