These are known as a knife/cutlery rest. This particular design is of French origin and its closely associated with the French brand Olivier Saint Honore in Paris.
They were commonly used in Europe during the 18th and 19th century. The main purpose was to prevent cutlery staining tablecloths between courses. In those times, Etiquette suggested that once cutlery was used it shouldn't be placed back on table surface.

These scissors are known as grape shears. They are specifically designed for snipping small clusters of grapes from a bigger bunch which people were dining.
They were very popular in Victorian times as part of an elaborate table setting.

Brass candlesticks were extremely popular in the Victorian & Georgian period. Most of these type candlesticks were made from cast brass. The victorian design are recognised by their canted corners and heavily designed centres with patterns such as king or queen of diamonds while Georgian models were a lot more refined featuring fine lines and columns. They make an excellent choice for table decor for any occasion
