香港海运周2025开幕典礼今日举行 引领航运绿色转型
「香港海运周2025」今日(十一月十七日)举行开幕典礼。海运周踏入第九届,以「航向绿色未来」为主题,「香港高瞻远航」为口号,彰显香港作为全球航运之都的领先地位,以及由本地充满活力的航运生态圈提供的优质海事服务。为期七日的「香港海运周2025」参加人数为历年之冠,预计吸引来自世界各地超过18 000人参与,一同见证活动首日的三个亮点,包括公布首批伙伴港口、促成两个业界合作协议,以及香港船东互保协会正式在香港成立。

「香港海运周2025」开幕典礼暨2025世界航商大会

  行政长官李家超在开幕典礼上致辞时说,在这个复杂多变的时代,香港作为稳定可靠、充满活力的国际航运枢纽,其角色显得尤为重要。他指出,香港已连续六年稳居全球第四大国际航运中心,地位持续获得国际认同。展望未来,香港将全力发展成为领先的绿色船用燃料加注中心和全球绿色船用燃料贸易枢纽。他呼吁各界携手共建绿色航运走廊和数字贸易通道,构建安全、高效及可持续的全球航运新格局,并表示香港的政策支持、专业人才、战略愿景和坚定承担将在引领航运业迈向新时代的进程中发挥关键作用。他又与一众嘉宾包括全国政协副主席梁振英、中央人民政府驻香港特别行政区联络办公室主任周霁、国家交通运输部副部长付绪银、招商局集团董事长缪建民等,共同见证香港船东互保协会正式在香港成立。

  国际海事组织秘书长Arsenio Antonio Domínguez Velasco在视像致辞中提到,香港是重要的战略性港口及航运服务中心,充分展现航运业在推动全球80%贸易中扮演着活跃且不可或缺的关键角色。

  运输及物流局局长陈美宝在2025世界航商大会的政府峰会专场表示:「感谢中央政府支持香港巩固国际航运中心的地位,特区政府会积极推动航运业发展。」她续指,《行政长官2025年施政报告》提出构建「铁海陆江」立体联运体系以拓展内地货源、与「一带一路」地区建立伙伴港口关系、推进航运绿色与数字化转型、修订法律为合资格大宗商品贸易商提供半税优惠,以及提升香港船舶注册的灵活度。香港将继续发挥「超级联系人」的优势,建设智慧绿色的国际航运中心。

  为期两日的世界航商大会聚焦全球地缘政治及经济变化下,航运业如何应对危机并推动可持续发展。大会亦设有多场分论坛,涵盖航运市场、法律与保险、港口与物流、航运金融,以及船舶建造与维修等议题。

亚洲物流航运及空运会议

  海运周另一旗舰活动——亚洲物流航运及空运会议亦于今日展开,全球货主、物流服务供应商及航空业界代表于为期两日的会议上交流见解并探索商机。行政长官李家超亦有为会议主礼,并公布首批伙伴港口,包括内地的广西及大连,以及智利圣安东尼奥港,为进一步深化香港与世界航运网络的交流合作迈出重要一步。

  香港海运港口发展局自今年七月一日成立后首次举办海运周,别具意义。为彰显这重要的里程碑,香港海运港口发展局首次与香港贸易发展局携手举办「香港海运周2025×亚洲物流航运及空运会议2025 VIP午宴」。香港海运港口发展局主席郑慕智博士在午宴致辞时表示:「近年的地缘政治紧张局势无疑为香港航运业带来挑战。然而,香港凭借自由港地位、高效的通关流程及普通法制度等优势,持续推动我们成为『全球航运之都』,并吸引多元化航运企业在港聚集。」

  午宴上,香港港口营运商亦与西部陆海新通道和广西北部湾港签订两份合作备忘录,以打造一条连通四川、重庆、广西和香港的铁海联运精品航线,进一步拓展和加强「铁海陆江」立体联运体系,并促进港桂港口间的海铁联运货物信息互联互通。

多个国际会议在港举行

  今年的海运周将进一步加强与全球航运界的联系。由国际航运公会重返香港主办的第二届香港全球航运贸易高峰会已于今日圆满结束,政策制定者及业界领袖齐聚一堂,深入探讨急剧变化的全球航运贸易面对的挑战和应对方案。首次于海运周亮相、为期三日的国际燃料工业协会年度大会2025将汇聚全球燃料业领袖探讨替代燃料、市场趋势、监管动向及燃料数字化等议题。国际海事组织则举办两场分别聚焦船舶回收和航运能源转型研讨会。以上活动充分体现国际社会对香港作为全球航运之都的高度信任。

为期七日共主办逾50项活动

  为期七日的海运周期间,超过70个来自本地、中国内地及海外的机构将主办逾50项活动,预计吸引来自世界各地超过18 000名参加者。

  香港海运港口发展局的旗舰会议——「香港:全球航运之都」,将于明日(十一月十八日)举行,从香港航运界角度探讨绿色金融、法律保障及区域合作,推动具投资潜力的减碳框架。

  为进一步突显香港在全球航运事务中的角色并推广「香港海运周2025」,运输及物流局伙拍无綫电视制作两集专题短片,分别于今明两晚约七时三十分在无綫电视翡翠台播出。

Hong Kong Maritime Week 2025 holds opening ceremony today to lead shipping green transitions
Hong Kong Maritime Week (HKMW) officially held its opening ceremony today (November 17). Marking its ninth edition, HKMW showcases Hong Kong's status as a leading Global Maritime Capital with quality maritime services provided by our vibrant maritime cluster amidst the theme "Navigating to a Greener Future" and the tagline "Propel Hong Kong". The seven-day HKMW 2025 hits a record-high participation number, and is expected to attract over 18 000 participants from all over the world. They collectively witnessed three highlights of today's event, including the announcement of first-batch "partner ports", facilitation of two industry collaboration agreements, and official establishment of the Hong Kong Shipowners Mutual Assurance Association.

Opening Ceremony of Hong Kong Maritime Week 2025 cm World Maritime Merchants Forum 2025

Speaking at the opening ceremony, the Chief Executive, Mr John Lee, said that in this era of profound and complex transformation, Hong Kong's role as a stable, reliable and dynamic maritime hub has never been more vital, highlighting that Hong Kong's standing is consistently endorsed by the international community, having been ranked fourth globally as an international shipping centre for six consecutive years. Looking ahead, he expressed Hong Kong's determination to be at the forefront as a premier green maritime fuel-bunkering centre, with a vision to become the epicenter of the global green maritime fuel trade. He called for collaboration to build green shipping corridors and digital trade lanes that will define the future of safe, efficient and sustainable global shipping, stating that the city's policy support, expertise, strategic vision and unwavering commitment can allow it to play a pivotal role in navigating the next era of shipping. Mr Lee also witnessed the official establishment of the Hong Kong Shipowners Mutual Assurance Association with a group of guests, including Vice-Chairman of National Committee of the Chinese People's Political Consultative Conference Mr C Y Leung; the Director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR), Mr Zhou Ji; Vice Minister of Transport Mr Fu Xuyin; and the Chairman of China Merchants Group, Mr Miao Jianmin.

The Secretary-General of the International Maritime Organization (IMO), Mr Arsenio Antonio Domínguez Velasco, emphasised in his recorded speech that Hong Kong is a strategic port location and centre for maritime services, fully demonstrating that shipping is a vibrant and vital enabler of 80 per cent of world trade.

The Secretary for Transport and Logistics, Ms Mable Chan, spoke at the World Maritime Merchants Forum (WMMF) 2025 Government Summit, "We are grateful to the Central Government for its support in consolidating Hong Kong's position as an international maritime centre. The HKSAR Government will spare no effort and continue to actively promote the development of the maritime industry." She added that the Chief Executive's 2025 Policy Address proposed to establish a "Rail-sea-land-river" intermodal transport system to extend cargo sources from the Chinese Mainland, to build "partner port" relationships with Belt and Road regions, to promote green shipping and digital transformation, to amend legislation for providing half-rate tax concessions to eligible commodity traders, as well as to enhance the flexibility of ship registration in Hong Kong. Hong Kong will continue to leverage its advantages as a "super-connector" to build a smart and green international maritime centre.

The two-day WMMF explores topics on navigating crises and pursuing sustainability in the shipping industry amidst global geopolitical and economic transformations, with sub-forums focusing on shipping markets, legal and insurance issues, port and logistics, shipping finance, and shipbuilding and repair.

Asian Logistics, Maritime and Aviation Conference

The Asian Logistics, Maritime and Aviation Conference (ALMAC), another anchor event of the HKMW, also commenced today. This two-day event brings together global shippers, logistics providers, and aviation stakeholders to exchange insights and explore business opportunities. The Chief Executive, Mr John Lee, also officiated at the conference, and unveiled the first batch of "partner port", including Guangxi and Dalian of the Chinese Mainland, and San Antonio Port of Chile, which marks a significant step in further deepening the exchanges and collaboration between Hong Kong and the international maritime networks.

This year's HKMW carries special significance as it is the first-ever edition following the establishment of Hong Kong Maritime and Port Development Board (HKMPDB) on July 1 this year. To signify this key milestone of the Hong Kong's maritime industry, HKMPDB has, for the first time, partnered with the Hong Kong Trade Development Council (HKTDC) to host the Hong Kong Maritime Week 2025 X Asian Logistics, Maritime and Aviation Conference 2025 VIP Luncheon. Speaking at the luncheon, the Chairman of the HKMPDB, Dr Moses Cheng, said, "With no doubt, the geopolitical tension in recent years has posed challenges to Hong Kong maritime industry. Having said that, our maritime strengths, including our city's free port status, efficient clearance process and common law system etc. continue to propel Hong Kong as a Global Maritime Capital with a large and diversified cluster of maritime-related companies."

At the luncheon, container terminal operators in Hong Kong also signed two Memoranda of Understanding with the Western New Land-Sea Corridor and Guangxi Beibu Gulf, launching a premium sea-rail transshipment service connecting Sichuan, Chongqing, Guangxi and Hong Kong, thereby further expanding and strengthening the Comprehensive "Rail-sea-land-river" Intermodal Transport System, as well as enabling the flow and sharing of sea-rail transshipment cargo data between Hong Kong and Guangxi.

Several international conferences being held in Hong Kong

This year's HKMW will foster stronger connections among the global maritime trade. Returning to the stage in Hong Kong, the 2nd Hong Kong Global Maritime Trade Summit organised by the International Chamber of Shipping concluded today, with policymakers and industry leaders gathering at the Summit to present challenges and solutions for effecting the changes under the rapid-changing global maritime trade environment. Making its debut at the HKMW, the three-day International Bunker Industry Association Annual Convention 2025 will gather global bunker leaders to discuss alternative fuels, market trends, regulatory updates, and digitalisation in bunkering. The IMO will host two seminars respectively, focusing on ship recycling and shipping energy transition. The aforesaid events collectively demonstrate the confidence of the international community in Hong Kong as a global maritime capital.

Seven-day HKMW 2025 featuring over 50 events

The seven-day HKMW 2025 will feature over 50 events hosted by more than 70 local, Chinese Mainland, and international organisations, and is expected to attract over 18 000 participants from all over the world.

The HKMPDB Flagship Session - Hong Kong: A Global Maritime Capital to be held tomorrow (November 18), will focus on green finance, legal certainty, and regional collaboration to build investable decarbonisation frameworks from the perspective of Hong Kong's maritime industry.

To spotlight Hong Kong's global maritime role and the HKMW 2025, the Transport and Logistics Bureau has partnered with Television Broadcasts Limited (TVB) to produce two feature stories, which will be broadcasted on TVB Jade at around 7.30pm today and tomorrow respectively.

The HKMW 2025 is organised by the HKMPDB, with the Hong Kong Shipowners Association and the Hong Kong Maritime Museum as co-organisers, and the HKTDC and Invest Hong Kong as partners. Hong Kong Maritime Week 2025 sets sail: Navigating to greener future as global maritime capital

The highly anticipated annual event, Hong Kong Maritime Week (HKMW) 2025, is set to launch from next Sunday for seven consecutive days (November 16 to 22), marking its ninth edition since 2016 as one of the premier global gatherings for the maritime and port industries. This year's HKMW holds special significance as it is the first-ever edition following the establishment of the Hong Kong Maritime and Port Development Board (HKMPDB) on July 1 this year.

With the main theme "Navigating to a Greener Future" and the tagline "Propel Hong Kong", HKMW 2025 highlights Hong Kong's leading position as a global maritime capital and provides a high-level platform for global stakeholders, including policymakers, senior representatives of international organisations as well as industrial luminaries and practitioners to share their perspectives and exchange views on various topics of interest to the global maritime industry.

With over 50 events organised by more than 70 international, Chinese Mainland and local organisers, attendees will be immersed in a vibrant programme featuring flagship forums, high-level seminars and public outreach initiatives. Major events worth highlighting are the Opening Ceremony of HKMW 2025; the HKMPDB Flagship Session - Hong Kong: A Global Maritime Capital; the World Maritime Merchants Forum 2025; the Asian Logistics, Maritime and Aviation Conference; the 2nd Hong Kong Global Maritime Trade Summit organised by the International Chamber of Shipping; the TradeWinds Ship Recycling Forum 2025; and the International Bunker Industry Association Annual Convention 2025 that will be held in Hong Kong for the first time, as well as the Seminar on Energy Transition of Shipping and From Waste to Wealth: Unlocking Investment Opportunities in Ship Recycling organised by the International Maritime Organization.

With a view to raising the community's awareness of Hong Kong's maritime industry and encouraging members of the public to join the public-facing HKMW activities, including the Free Family Fun Day organised by the Hong Kong Maritime Museum, the Transport and Logistics Bureau will partner with Television Broadcasts Limited (TVB) to produce two feature stories. 香港海运周:引领航运发展新未来

在众多前所未有的机遇中,航运业正积极把握大湾区蓬勃的经济活力。大湾区的GDP总量接近两万 亿美元,有巨大发展潜力。若想深入了解其发展动向,绝不能错过由香港船东会于11月19日早上10:00 至下午2:00在香港海事博物馆举办的2025年大湾区国际航运论坛。当日会有来自大湾区的高级政 府官员和航运业界代表发表主题演讲,论坛还设有专家对话和小组讨论环节。

「信德海事香港论坛」再次回归「香港海运周」,将于11月19日中午12:30至晚上7:00在香港万丽 海景酒店举行。本届论坛将从宏观角度探讨全球航运市场、可持续技术应用,以及船舶运营和管理 等议题。其中备受关注的是一场是关于「香港在航运业中的关键角色」的专题讨论。主办方表示:「随 着国际调解院在香港设立总部,《香港公约》正式生效,以及国际海事组织提出净零排放框架,这场 专题讨论将聚焦香港在海事仲裁和调解、碳市场、政策与法规创新及数码合规方面的角色。 此外,论 坛亦将深入探讨绿色船用燃料供应链与贸易发展,尤其是香港作为绿色船用燃料加注及交易中心 的潜力。」

HKMPDB FLAGSHIP SESSION HONG KONG : A GLOBAL MARITIME CAPITAL :
The Hong Kong Maritime and Port Development Board (HKMPDB), the main organiser of HKMW, is stepping out from its behind-the-scenes role to present a unique flagship session titled “Hong Kong: A Global Maritime Capital” on the afternoon of 18 November at the Hong Kong Convention and Exhibition Centre (HKCEC). Hosted by the Promotion and External Relations Committee (PEC) and the Maritime Services Development Committee (MSDC), the session will focus on how Hong Kong’s highly-acclaimed maritime and financial services can lead Hong Kong to develop into a “Global Maritime Capital” that remains resilient and sustainable in the most challenging and complex international political and economic landscape.

Ahead of the event PEC chairman Angad Banga says, “Built for decisions, not speeches, Hong Kong’s flagship forum locks onto green capital, legal certainty and GBA collaborations. HKMW : DRIVING THE FUTURE OF MARITIME DEVELOPMENT
Among the unprecedented opportunities the shipping industry is embracing is the remarkable economic dynamism of the Greater Bay Area. To gain valuable insights into a region with a GDP of close to US$2 trillion, the Greater Bay Maritime Forum 2025 (Hong Kong) organised by the Hong Kong Shipowners Association (HKSOA) is a must-go event (19 November from 10:00 to 14:00, Hong Kong Maritime Museum). The forum programme includes keynote speeches from senior government officials and maritime industry leaders based in the GBA, as well as expert dialogues and panel discussions.

HKSOA Managing Director, Sandy Chan, says, “The Greater Bay Area is a proven attraction to many international investors. This year, the Greater Bay Maritime Forum will explore how Hong Kong and its GBA partners can help promote free trade and set new global standards in maritime safety, sustainability and talent development through strategic collaboration.”

The Xinde Marine Forum Hong Kong 2025 (19 November from 12:30 to 19:00, Renaissance Harbour View Hotel) makes a welcome return to HKMW. The 2025 edition will explore the global shipping market, technology application for sustainability, and ship operations and management from a holistic point of view. Of special interest will be a panel discussion on the “Critical Role of Hong Kong in the Shipping Industry”. The event organiser explained, “With the establishment of IOMed in Hong Kong, the entry into force of Hong Kong Convention and the formulation of IMO's Net-Zero Framework, this panel discussion will focus on Hong Kong's role in maritime arbitration, mediation, carbon markets, policies and regulations innovation, digital compliance. It will also examine the development of green maritime fuel supply chain and trade - particularly the development of a green maritime fuel bunkering and trading centre in Hong Kong.”

The Mare Forum, another stalwart supporter of HKMW, returns for its fifth appearance at Soho House & Co on 20 November from 13:30 covering topics from energy transition and maritime finance to the strategic role of Hong Kong as a maritime hub.

The International Maritime Organization (IMO) has confirmed the schedule for its two featured events during HKMW. “From Waste to Wealth: Unlocking Investment Opportunities in Ship Recycling” will be held on the morning of 18 November while the Seminar on Energy Transition of Shipping will take place in the afternoon on the same day. Both events will be hosted at the Renaissance Harbour View Hotel, and industry professionals are warmly invited to participate.

HONG KONG MARITIME WEEK 2025 SETS SAIL FROM 16 TO 22 NOVEMBER

Among the most highly anticipated annual marine industry gatherings, Hong Kong Maritime Week (HKMW) returns for its ninth year from 16 to 22 November.

Over the past years, HKMW has gained a global reputation for delivering excellent presentations, industry-centric activities and unbeatable networking opportunities to a growing audience from all points of the globe. Last edition of HKMW marked its most global iteration yet, attracting participation from multiple governments and leading industry figures. It also achieved several notable firsts: for the first time, the International Chamber of Shipping (ICS) and the International Maritime Organization (IMO) respectively hosted the Global Shipping Trade Summit and the Ship Recycling Seminar in Hong Kong, while the Hong Kong Maritime and Port Board signed a memorandum of cooperation with the International Group of P&I Clubs to enhance collaboration in marine insurance talent training. HKMW has evolved into a high-level platform for discussing topical issues concerning the overall interest of global maritime communities and playing a proactive role in shaping and advancing the international maritime agenda.

This year’s HKMW will continue with the main theme “ Navigating to a Greener Future” and the tagline “Propel Hong Kong”. It will bring together two anchor events—the World Maritime Merchants Forum (WMMF) and the Asian Logistics, Maritime and Aviation Conference (ALMAC)—alongside a series of key activities hosted by renowned international organisations, including IMO, ICS, and the International Bunker Industry Association (IBIA). The programme of this year's HKMW has been meticulously curated by the newly established Hong Kong Maritime and Port Development Board (HKMPDB) with the target of developing Hong Kong into a "Global Maritime Capital". HKMPDB will also host a Flagship Session aligned with this vision during HKMW, focusing on maritime finance and legal services, and showcasing Hong Kong’s exceptional strengths in high value-added maritime sectors.

THE HONG KONG MARITIME WEEK 2024 CONCLUDES WITH GREAT AND UNPRECEDENTED SUCCESS

During the seven-day HKMW 2024, 53 industry and public events have been hosted by local, Mainland and international marine organisations, attracting the participation of industry professionals from around the world. Among the attendees were Fu Xuyin, Vice Minister of the Ministry of Transport of the People's Republic of China, and the ministers and vice ministers responsible for shipping and transport from countries in Europe, Central Asia, and ASEAN. This underscores that HKMW is not only about solidifying Hong Kong's status as an international maritime centre, but also about serving the global maritime industry.

Additionally, to promote HKMW 2024 and the latest developments in Hong Kong's maritime industry, the Transport and Logistics Bureau (TLB) and Television Broadcasts Limited (TVB) have jointly produced a TV mini-drama series titled "Maritime Mission". HIGHLIGHTS OF HKMW 2024
The International Chamber of Shipping, a world’s principal shipping organisation for shipowners and operators which has been established for over a century, held its inaugural two-day high-level “Hong Kong Global Maritime Trade Summit" (17-18 November). Ministers from different countries and heads of multinational enterprises gathered in Hong Kong to discuss innovative strategies for addressing pressing challenges facing the maritime industry.

On 19 November, the “Hong Kong - UK Shipping Forum: Managing Intervention in Global Shipping” was held, marking the first event hosted by Maritime London at HKMW since the pandemic. On 22 November, the International Maritime Organization (IMO) hosted an event titled “From Waste to Wealth: Unlocking Investment Opportunities in Ship Recycling”, marking its first event during HKMW. In addition, the two anchor events of HKMW ‒ “World Maritime Merchants Forum 2024” and “Asian Logistics, Maritime and Aviation Conference” ‒ attracted participants from over 30 countries and territories, reflecting Hong Kong’s edge in having a high level of internationalisation. Other notable industry events include the “World Maritime Merchants Forum ‒ Capital Link Hong Kong Forum”, “The Captain’s Table”, etc.

香港海运周2024今日举行开幕典礼

  香港海运及港口业界的年度盛事「香港海运周2024」今日(十一月十八日)举行盛大开幕典礼。本届海运周以「航向绿色未来」为主题,以「香港高瞻远航」为口号,展示香港航运业携手迈向可持续航运,并巩固香港作为国际航运中心的坚定决心。
  
  署理行政长官陈国基在开幕典礼致辞时说:「可持续发展及将香港转型为绿色航运中心,是我们的政策目标核心。」他指出,政府刚公布了《绿色船用燃料加注行动纲领》,相关措施包括推动发展必要的基建、鼓励港口减排及提供诱因鼓励使用绿色船用燃料。《行动纲领》亦强调要与大湾区港口合作,并与其他港口构建绿色航运走廊,致力将香港打造为绿色船用燃料加注中心。
  
  香港海运港口局主席暨运输及物流局局长林世雄紧接致辞时说:「全球航运业受数字化、脱碳、地缘政治和全球贸易动态的影响,正经历深刻变革,同时灵活有效地作出应对。」他续指,政府一直以提升香港作为航运界「超级联系人」的角色为优先目标,亦是举办「香港海运周」的目的之一。今年海运周的活动进一步加紧国际联系,例如国际航运公会首次举办为期两天的香港全球航运贸易高峰会,而世界各地的政府官员亦汇聚香港,一同讨论与航运业相关的议题。

  国际海事组织秘书长Arsenio Antonio Domínguez Velasco在视像致辞中提到,航运业正朝着更绿色的未来航行。他认为,航运脱碳转型须各方同心协力,具备包容性,并支持发展中国家;同时亦应促进技术试验以加速脱碳进程,以及支援应用数码化工具以优化运营、减少燃料消耗和实时监测排放。

  「香港海运周2024」的旗舰活动之一——2024世界航商大会主论坛紧随开幕典礼举行。大会以「跨越周期 融合向新」为主题,旨在聚焦全球经贸和运输大变局下航运产业发展面临的新机遇和新挑战。

   「香港海运周2024」另一旗舰活动——亚洲物流航运及空运会议2024亦于同日揭开序幕。为期两天的会议以「塑造未来供应链:强韧和永续」为主题,邀请供应链各范畴持份者,包括空运、航运及物流服务供应商和货主交流最新市场资讯,探索环球商机。
