uthorities. Trolleys abandoned in rivers, lakes and reservoirs can harm wildlife, and increase flood risks. Trolleys abandoned anywhere are unsightly and are associated with antisocial behavior. Abandoned Trolleys: supermarket responsibilities

While local authorities have legal powers to remove and dispose of abandoned trolleys, they place responsibilities on supermarkets to deal with the issue. Abandoned Trolleys: law and penalties

Section 99 and Schedule 4 of the Environmental Protection Act 1990 (as amended by the Clean Neighbourhoods and Environment Act 2005) states that local authorities have the right to to seize abandoned trolleys and charge the supermarket for their return. Section 9 of the British Waterways Act 1983 states that British Waterways may remove shopping trolleys from inland waterways and recover any costs incurred in connection with their removal. The Environment Agency’s Enforcement Policy states that their decision to take legal action in relation to abandoned trolleys depends upon the following factors:

• Response by the company
• Management systems in place to prevent the loss of trolleys and ensure efficient retrieval.
• The pollution caused/pollution potential

Therefore, our scheme make supermarkets responsible to collect abandoned shopping trolleys.
