👉 Access to affordable housing is a serious cause of concern for many EU citizens.

🏘️ According to the latest Eurobarometer survey, housing was the 4th most selected issue by citizens (13% of respondents) amongst the most important issues facing their country at the moment. Responses vary considerably from one Member State to another, applying to over half of the respondents in Ireland (56%) and Luxembourg (51%), while accounting for less than 1% of the respondents in Finland.

🚨Housing affordability is a cause of concern for 82% of the respondents in another survey. Overall, inflation, rising prices and the cost of living (including access to affordable housing) have regularly featured among citizens’ top priorities in recent years, ranking higher than more widely discussed topics such as climate change and education.

👉 Extremely affordable homes may still exist in Europe: what are exactly “one-euro houses”?

🏚️ On social media, houses for a symbolic €1 in Italy, or more recently, free housing and monthly allowance on the Island of Antikythera (Greece) have gone viral. In Sweden, plots of land have been auctioned off for just a few pence per square metre. Abandoned houses in Germany have also been auctioned for a couple thousand euros.

🖼️ Behind those attractive prices, especially regarding the ongoing housing affordability crisis, there are conditions. These plots of land and houses are in the countryside, where the population, particularly the younger generation, is in decline. Those interested will, among other things, need to move there and renovate the house.

New Masterclass alert on MMCEPI Hub!

Yesterday, our Davide Grechi was recording a new MMCEPI masterclass on the Energy Performance of Buildings Directive (EPBD), together with Davide Sabbadin, Acting Policy Manager for Climate and Energy in the European Environmental Bureau, and Chair of the Cool Heating Coalition.

The EPBD entered into force on 28 May 2024 and must be transposed into national law by 29 May 2026.

Our guest Davide Sabbadin will share insights on building decarbonisation, the heating sector, and ongoing debates around renovation and energy efficiency.

With extensive experience in EU climate and energy policy, including previous work at Legambiente, Davide Sabbadin brings valuable expertise to this session.

This masterclass is part of the training package offered to MMCEPI members, helping them stay up to date on European housing policies.

👉 Through NextGenEU, €18.1 billion is being invested in making housing more affordable and accessible in the EU.

💶 NextGenerationEU is an instrument developed after the 2020 pandemic to support Europe’s economic recovery and help build a greener, more digital and more resilient future. NextGenEU has a maximum envelope of €806.9 billion, which is used mainly to fund the Recovery and Resilience Facility (an instrument that offers grants and loans to support reforms and investments in the EU Member States), and also to reinforce existing EU programmes.

🏘️ NextGenEU is expected to deliver long-lasting solutions. According to the EU Commission, the €18.1 billion are already supporting 1.5 million households across Europe. These investments have, for example, helped making social housing more energy efficient in Belgium, and enabled the expansion of student housing in Italy and Portugal.

Dan Jørgensen, EU Commissioner for Energy and Housing, announced yesterday in Nicosia 🇨🇾 the launch of the European Housing Alliance 🏠. This initiative will be a key component of the delivery of the European Affordable Housing Plan 🇪🇺, designed to tackle the ongoing continent-wide housing crisis.

The alliance will act as a platform 🔗 to connect national, regional, and local governments, as well as stakeholders, with EU institutions, enabling them to work more closely on solutions to Europe’s housing challenges 🤝.

At CEPI, we welcome this initiative 👏 and are looking forward to the development of this new alliance.

The European Housing Alliance is a key priority of the new European Affordable Housing Plan. The Alliance will be an open platform to unite those with a stake in solving Europe’s housing crisis, bringing together Member States, regions, cities, and stakeholders.

👉 Co-living is a fast-growing market, with over 85,000 beds offered across Europe.

🛏️ Co-living is a flexible type of accommodation that offers tenants both a private space (a bedroom, possibly with a bathroom and a kitchenette) and shared spaces with other residents (kitchen, living room, gym...). The main target is young professionals living in cities (between 25 and 35 years old), but the concept can also be marketed to international students or seniors.

👫 In major cities such as London, Berlin, Barcelona, and Amsterdam, co-living has become popular with both renters and investors in the past few years. On the one hand, the properties are rented fully furnished, the leases are flexible and a sense of community is promoted. On the other hand, as rent prices are generally higher than for a standard shared flat, higher profits can be achieved.

💶 During the High-Level Event on the Housing Crisis at the European Parliament on the 5th of May, co-living was one of the topics discussed during the panel “Housing and Young People”. Criticism was levelled at the business model, the high cost of rent and the impact of communal living on people, who were constrained to this lifestyle due to a lack of affordable options to live on their own.

🏠 On the 5th of May, CEPI's team was invited to attend the High-Level Event on the Housing Crisis in the European Union jointly organised by the European Commission and European Parliament 🇪🇺.

Irene Tinagli, Chair of the European Parliament's Special Committee on the Housing Crisis in the European Union (HOUS), and Matthew Baldwin, Head of the European Commission's Task Force on Housing, chaired the conference. The President of the European Parliament Roberta Metsola, the Executive Vice President of the European Commission Teresa Ribera, and the Commissioner for Energy and Housing Dan Jørgensen, addressed the members of the European Parliament (MEPs) and participants, stressing how much of a priority housing currently is ⚠️, as well as an issue that will be taken into account in the EU’s next long-term budget 💰, the Multiannual Financial Framework (MFF).

The event brought together representatives of EU institutions, national and local authorities, academic experts and stakeholders to discuss how to translate the political commitment of the EU institutions into tangible outcomes. Three panels, each followed by a Q&A session, were held over the course of the morning 💬

➡️Financing the Housing Transition 💶 - to discuss how to invest in property, the next MMF and the upcoming Pan-European Housing Investment Platform.
➡️Areas Under Housing Stress, the Affordable Housing Act and the Construction Sector 🏗️ - an occasion to talk about the energy efficiency of houses, and also vacant properties.
➡️Housing and Young People 👥 - to discuss, in particular, the housing situation for students, as well as other related issues such as affordability, accessibility, mental health and over-regulation.
