WA commercial confidence weakens the moment language becomes too soft.

“Looks likely.”
“Should be fine.”
“Probably moving.”
Those phrases don’t reduce risk.
They hide it.
A strong staffing review should say:
what is real
what is soft
what is still fillable
what should not be promised yet
