is a volunteer department that covers the town of Toluca (pop. 1400), Rutland (pop. 400) and the surrounding rural area (roughly 65 square miles.) The fire department is comprised of 34 active members. The Toluca station houses 3 engines, 1 tender, 1 rescue, 1 brush truck. The station also houses a special operations trailer that hauls a ranger outfitted with wildland firefighting equipment, water

rescue and can be used as a mobile command post. The Rutland station houses 1 engine, 1 tender and 1 brush truck. In 2015 the fire protection district contracted with the newly formed Eastern Marshall County EMS agency that was made up of existing and new members of both Toluca and Wenonaโ€™s Ambulance crews to provide Paramedic (ALS) Level care to the communities we serve. The Toluca station still houses 1 ambulance that can be upgraded to ALS and is staffed by both TRFD and EMC volunteers.

Afternoon update regarding the storms this afternoon into tonight. We will keep everyone updated as we get new information.

[12:12 PM CDT Tuesday 3/10/2026]

The NOAA NWS Storm Prediction Center has upgraded a portion of the area to a threat level 4/5 (Moderate Risk) for severe storms later today into this evening, shaded in red on the map, which is for areas primarily south of I-80.

Within the level 4/5 area, the main concerns include damaging tornadoes (potentially strong) and/or destructive hail >=2" in diameter.

Given the current southwestward progression of a lake enhanced cold front, it still appears that areas farther northeast in the level 4/5 (moderate risk) are more likely to have a significant hail threat vs. a significant tornado threat. As we continue to assess the progress of the front and where it ultimately stalls this afternoon, we'll be able to better refine the area of greatest concern for damaging tornadoes.

Within the level 3/5 (Enhanced Risk) area, particularly areas north of the level 4/5, the main concern is for damaging to potentially destructive hail, with localized wind damage also a possibility.

We would like to thank everyone that came out last night to our fundraiser and also the businesses that purchased lunches from us! We had our best fundraiser yet and it is all because of you!! We also want to thank Capponi's and the Bernardi family for allowing us to use their restaurant and helping with the event!! A special thanks to US Foods and Ajinomoto for donating the food and supplies. All of the funds raised last night will go towards purchasing and maintaining our equipment to better serve our district. ATTENTION TOLUCA-RUTLAND FIRE DISTRICT RESIDENTS:

The Toluca-Rutland Fire Protection District has issued a burning ban for the Toluca-Rutland Fire Protection District territory, effective immediately.
The State of Illinois issued the Illinois Fire Protection District Act (70 ILCS 705/8.20) allowing the Fire Protection District Fire Chief to regulate open burning in situations such as atmospheric conditions that create unreasonable risk of fire. Open burning includes but not limited to burning of landscape waste, agricultural waste, household trash and garbage, burning barrels and open fire pits.
If the Toluca Fire Protection District is called to an open burn, the fire will be extinguished by Fire District personnel. In addition, the party involved and/or owner of property are subject to a fine and/or service charge in accordance to the Fire Districtโ€™s posted hourly rates.
When atmospheric conditions improve to reduce the risk of fire, the burning ban will be lifted.

Today we had 3 Toluca-Rutland Firemen at the University of Illinois Fire Service Burn Tower doing training. This is just 1 thing that our guys do to be ready for anything that happens in our district. What made this better is that Wenona had 4 guys there as well. All of our towns train hard together because we all help each other out. If you see any of these guys out in public just tell them thanks. It goes a long ways!
