Jacob School Senior Apartments

Jacob School Senior Apartments Jacob School Senior Apartments is a proposed affordable senior housing development at the site of the historic Jacob School building in Louisville, KY

In 2007 the Charles D. Jacob Elementary School moved into new and modern facilities leaving vacant the two historic school buildings that make up the original Jacob School campus. Since its closure, the abandoned Jacob School complex has become a target for vandalism and other public safety issues, and has come to be a symbol of unremitting blight and decline in the very heart of the Jacobs neighb

orhood. A Development Team led by Bywater Development Group is now proposing the comprehensive historic rehabilitation of the school buildings and redevelopment of the site, creatively converting the historic historic school buildings, producing 62 high quality, energy-efficient apartments reserved for seniors 55 years of age and older, as well as the creation of common areas, activity spaces, a library/computer lab, and other program areas throughout the buildings for the use and enjoyment of our senior residents. Enhanced Accessibility Measures—including the installation of an elevator—will ensure that senior residents can live comfortably and conveniently in the development for many years. The building
improvements will also include step-less building entry(s), handrails, ADA compliant routes of movement, kitchens and baths with adequate turning radii, and fully accessible or adaptable bath fixtures. Apartment Interiors will feature fully appointed kitchens, designer-inspired colors, cabinets/countertops, flooring, and fixtures, with restored historic millwork and trim. New energy efficient equipment, including individual HVAC systems, hot water heaters, kitchen appliances, low-flow faucets and valves, and EnergyStar rated lighting fixtures will help enhance the affordability of the apartments by keeping utility costs low. Common Areas and Exterior Amenities. Work in the common areas will include the historic restoration of the original common hallways and stairways, and the repurposing of some common areas to accommodate additional programming and activities. The building site will include ample well-lighted and fenced parking areas, landscaped open space, recreation/picnic areas, walking trails, community
garden plots, and other features.

Update: Bywater’s application to the Kentucky Housing Corporation for funding was not approved in this funding round.

Unfortunately our application to the Kentucky Housing Corporation for funding was not approved in the recent funding round. Although our team and the larger community helped make this a very strong application, this funding round was highly competitive. This is by no means the end-of-the-line and we at Bywater continue to pursue other alternatives to make this critically important development a reality. Thank you again to all those to made this application so strong; be assured we will continue to push forward on this development. Please check back on this often as we will be sure to provide updates on progress and timing on this ongoing effort.

The Bywater Development Group Team would like to thank two neighborhood stakeholders, Ms. Miller and Mr. Luckett, who took time from their busy schedules to attend the Land Development & Transportation (LD&T) Committee Meeting on Thursday September 25th. We are most gratified that both expressed their support for the project. Mr. Luckett also reminded us of street parking concerns in the area, as discussed in our July community meeting. We took that input seriously as we developed the current plan which now has 57 off-street parking spaces—5 more than the preliminary plan that had been unveiled at the community meeting. We think this will more than accommodate the parking demand.

This month, a report by the Harvard Joint Center for Housing Studies and the AARP Foundation found that while a growing number of the population will require the care that assisted living or nursing home facilities provide, the cost of senior living is too much for the average older homeowner and renter.

A shortage of caregivers for baby boomers, high cost of senior living products and services and lack of disability-equipped housing reveal a seniors housing crisis as the 50-and-over population is projected to increase about 20% by 2030, according to a new report released Tuesday by the Harvard Join…
