National Competitiveness Council - Philippines The official account of the National Competitiveness Council. Promoting Public-Private Sector Partnership towards Global Competitiveness.

The National Competitiveness Council (NCC) is a public-private sector council formed in October 2006 by the virtue of Presidential Executive Order No. 571, amended in June of 2011 through EO No. 44. It is composed of cabinet secretaries and leaders from the business sector, which aims to promote and build up country's competitiveness. It is headed by DTI Secretary Gregory Domingo as Co-Chair for Public Sector and Mr.Guillermo Luz as Co-Chair for the Private Sector.

As the government begins to roll out its vaccination program against Covid-19, the Liveable Cities Philippines, the League of Cities of the Philippines, together with partners Boston Consulting Group, Philippine Disaster Resilience Foundation, and Globe Telecom will hold the webinar “Vaccine-Ready Cities: The Road to 500K Daily Vaccinations”.

The objective of the event is to facilitate a sharing of best practices and roadblocks of the vaccination efforts at implementation level. We want actors on the ground to share early insights and learnings that can help their peers in the scale-up of our national vaccination campaign in the coming months.As the government begins to roll out its vaccination program against Covid-19, the Liveable Cities Philippines, the League of Cities of the Philippines, together with partners Boston Consulting Group, Philippine Disaster Resilience Foundation, and Globe Telecom will hold the webinar “Vaccine-Ready Cities: The Road to 500K Daily Vaccinations”.

The Liveable Cities Philippines and the League of Cities of the Philippines, in partnership with Globe Telecom, are pleased to present the Liveable Cities LocalLabs. LocalLabs will also be a platform for sharing good practices, innovation, appropriate technology, and for urban planning and LGU management. The key difference is that LocalLabs will focus on a specific Province and its Cities.

The first Liveable Cities Lab for this year will focus on Batangas Province. Batangas Governor Hermilando Mandanas will deliver the Keynote Message which will serve as the overarching presentation or summary of the plans and accomplishments for the whole Batangas Province. After the presentation, he will be joined by mayors from the cities of Batangas to discuss this vision in more detail, particularly about their city’s strengths and contributions to this vision. The event will also be graced by Mr Jaime Augusto Zobel De Ayala to deliver the opening remarks.

The Liveable Cities Philippines and the League of Cities of the Philippines, in partnership with the French Chamber of Commerce of the Philippines, and Globe Telecom, are pleased to present the Liveable Cities Labs.

Rapid urban growth in the Philippines is an indicator of economic growth. More than half of the world’s population live in cities, with this, cities have become the center of society’s most pressing economic, social, and environmental issues. But with the current trend and increase of digital technologies and innovation, citizens and local chief executives can easily provide solutions and address problems in their localities. Insights gained from that data are used to plan, manage assets, resources, and services efficiently, and improve the operations across the city.

The ninth Liveable Cities Lab will focus on Creating Intelligent Cities. The discussion will revolve around how do we kickstart our cities to be intelligent and the importance and the value of data for cities.

The Liveable Cities Philippines and the League of Cities of the Philippines, in partnership with the French Chamber of Commerce of the Philippines, and Globe Telecom, are pleased to present the Liveable Cities Labs, a series of webinar sessions to gear up cities with knowledge and insights for designing better solutions for their communities.

Rapid urban growth in the Philippines is an indicator of economic growth. More than half of the world’s population live in cities, a proportion that’s expected to increase more by 2050. With this, cities have become the center of society’s most pressing economic, social, and environmental issues. They face issues on disaster preparedness, traffic congestion, lack of mobility and logistics options, delivery of public goods and services, and a whole lot of environmental, social, and economic problems. But cities must keep their pace in addressing these problems and at the same time effectively manage their limited resources and centralized decisions and actions can take time. But with the current trend and increase of digital technologies and innovation, citizens and local chief executives can easily provide solutions and address problems in their localities. Insights gained from that data are used to plan, manage assets, resources, and services efficiently; in return, that data is used to improve the operations across the city. This includes data collected from citizens and other sources that are processed and analyzed to monitor things such as traffic and transportation systems, power plants, utilities, water supply networks, waste, crime detection, information systems, among others.

The ninth Liveable Cities Lab will focus on Creating Intelligent Cities. The discussion will revolve around how do we kickstart our cities to be intelligent and the importance and the value of data for cities.

The next Liveable Cities Lab on Nov 4 (Wed, 3 p.m.) will focus on Basic Infrastructure for Better Liveability where we will zero in on basic services needed for a locality. While we discuss liveability, we must first address the essentials for living in order to determine a city to be truly liveable, consider this as the underlying conditions that must be met or the building blocks for human development, which also plays an integral component of poverty reduction since it addresses the basic needs which are primary requirements that make a city liveable. These involve services such as electricity and energy, water and sanitation, refuse and waste removal, and telecommunications, and internet services where it must be affordable, sustainable, equitable, and accessible to all.

In the face of a climate-defined future, Philippine cities and towns are at high risk of the stresses and shocks that stronger, more frequent, and more destructive typhoons will bring about. Natural hazards not only kill, injure, and affect thousands of Filipinos every year; they also destroy homes, livelihoods, and businesses, displace people, and disrupt economic activities. It has become evident that if these stresses and shocks are to be reduced or minimized, our towns and cities need to reverse the current reactive approach to disasters of merely repairing or rebuilding what had been damaged before the disaster, to strengthening and improving resilience to future disasters.

Resilience is defined as the ability to plan and prepare for, absorb, recover from, and more successfully adapt to adverse events. City resilience is the capacity of cities to function, so that the people living and working there, particularly the poor and the vulnerable, survive and thrive no matter what stresses or shocks they encounter (Rockefeller Foundation).

For our cities and towns to become disaster-resilient, the most critical considerations include: 1) the impact of disasters on people’s livelihood, especially that of the poor; 2) the effects of climate change on people’s food and water supply; and 3) the degradation of the natural environment that reduces nature’s defense capacity against natural hazards.

At the forefront of building disaster-resilient cities and towns are the local government units themselves (LGUs) who in almost all cases are the first responders during times of calamities.

COVID-19 disrupted traditional urban systems, which prompted cities to adapt quickly and more creatively than ever before. Initiatives such as more non-motorized connections, changes to long-standing public transport operations, and the creation of new and innovative city mobility solutions have been on the rise. Strategic urban mobility planning should meet the ever-changing daily and long-term transportation needs of citizens, the logistics of businesses, and traffic flows, in a way that values accessibility, safety and greater efficiencies.

The 6th Liveable Cities Lab titled ‘Urban Mobility in the Philippines - during and after COVID-19’ will be on Wednesday, 7 October 2020, 3:00 - 5:00PM. The panel will be joined by Catarina Heeckt, Policy Fellow of London School of Economics; Paulo Alcazaren, Environmental Planner and Landscape Architect; Randy Del Valle, Vice-President and General Manager for Retail Business of Pilipinas Shell Petroleum Corporation; and Anton Siy, Head of Transport of Pasig City; the panel will be moderated by Suiee Suarez, formerly Corporate External Relations for Shell International. The discussion will revolve around the current impact of COVID-19 on urban mobility, and solutions on how cities can improve their transport systems; towards cleaner, safer and more efficient movement of people and goods.
