April, 1992 by a group of people to alarm the Government and the people to the upcoming threats to Himalaya Range. Sunder Lal Bahuguna, world renowned environmentalist & Chipko Leader has a clear analysis on the threats that was arising primarily on the abbreviation of 3 ‘J’s - Jal (Water), Jangal (Forest) & Jameen (Land). Prima Facie to these three ‘J’s today we add fouth ‘J’ as Jawani (Youth
). These four major resources of Himalayan Range are the backbone of Himalayan economy and the objective of the organisation is to preserve and conserve the resources rather exploitation. Jal (Water) : Right of people to the water. Third world war perceived on the issue on water by many of the environmentalist, legends, socialite has been now a big threat. Today water as main resource has been tuned a source of economy for contractors, Power Projects, Mafia, etc. ‘Aam Aadmi’ are now deprived by their right to water. To illustrate an incident is been cited, the drinking water project for the Raikaa Patti was been cancelled for the reason of short fall of water for Tehri Dam. People, especially ladies of the village tend to suicide. Jangal (Forest): The major issue arises with the implementation of Forest Act. Ecological imbalance is been observed, the trees should also be a source of water whereas it has now been a source of income for forest mafia by growing trees such as teak, timber, etc. Mountains are naked, green belt has been replaced by brownish layer. Fire in forest has been a often picture. No affective policy to curb down such activity. Jameen (Land): Once owned by farmers for cultivation now has been owned by power projects for uncertain power production. People aware of their working style have now been turned to the non working scenario. Agriculture one of the main occupation of the villagers is now been turned to non-sustainable source of income. The parity between Cost of the project and production has never been at par nor near to it. Five year plan for sustainable development have turned to Instant and short term development primarily a source for ‘Mafia’. Jawani (Youth) : The threat has been emerged a big threat and is a big hiccup for the Himalayan range. Youth are free to flow from hills to the cities or metro in search for better prospects and a better living standard. Unemployment, better avenues, lack of policy, disparity among employees is major drawback in the area. Today definition of Employment is majorly to deploy youth with small contracts. Work in form of small contracts is not the definition of Employment rather it’s an exploitation of Youth career, ability & intellectual.
